At Calafia: (1) remove existing meters and replace with two APMs; (2) increase hourly rate from $1 to $2 during peak season and establish a $15 a day flat-rate year round; (3) establish new holiday rate of $20 a day on summer holidays, Memorial Day, July 4th, and Labor Day, with no hourly rates.  At San Clemente campground: (1) replace Iron Ranger with APM; (2) retain flat-rate of $15 per day year-round; (3) establish new holiday rate of $20 on Memorial Day, July 4th, and Labor Day. No hourly rates are proposed at the campground, at 225 W. Avenida Calafia, San Clemente, Orange County. (RAB-LB) [POSTPONED]

Application No. 5-12-153 (California Department of Park and Recreation, Doheny State Beach, Dana Point) Application of California Dept. of Parks and Recreation to (1) install automated payment machine (APM) near kiosk at park entrance and implement automated fee payment program; (2) retain flat rate of $15 per day year-round; (3) establish new rate of $20 a day on summer holidays, Memorial Day, July 4th, and Labor Day, and for special events. No hourly rates are proposed, at 25300 Dana Point Harbor Drive, Dana Point, Orange County. (RAB-LB) [POSTPONED]

c. Application No. 5-12-154 (California Department of Parks and Recreation, Crystal Cove State Park, Laguna Beach)Application of California Dept. of Parks and Recreation to (1) install automated pay machines (APMs) and implement automated fee payment program at 5 locations: Reef Point, Pelican Point, Los Trancos, Moro Day Use and Moro Campground parking lots; (2) retain flat-rate of $15 per day year-round; (3) establish new rate of $20 a day on summer holidays, Memorial Day, July 4th, and Labor Day; (4) offer hourly rate of $5 Monday through Friday. d. Application No. 5-12-168 (Fischer, Corona Del Mar) Application of Desmond Fischer to demolish 2-story single-family home and construct new 6,814 sq.ft., 3-story single-family home with basement (4-floors) with 390 sq.ft., 2-car garage on coastal bluff face. The rooftop of upper level (consisting of garage, entry and elevator) of proposed home will be above curb height on Ocean Blvd. The foundation system will consist of concrete mat slab with permanent shoring walls with caissons. The project also includes paving, retaining walls, landscaping and irrigation. Grading consists of 2,213 cu.yds. of cut and export to area outside of coastal zone, at 3725 Ocean Blvd, Corona Del Mar, Orange County. (FSY-LB) [APPROVED WITH CONDITIONS]

e. Application No. 5-12-191 (City of Huntington Beach Public Works) Application of City of Huntington Beach to replace asphalt concrete portion of road bed, remove and replace unsound concrete at bridge bents and columns, and restore rock revetment by placement and/or retrieval of 310 cu.yds. of 1/4 ton rock, at Warner Ave Bridge over Bolsa Chica channel (btwn PCH & Sceptre Ln.), Huntington Beach, Orange County. Application No. 5-12-214 (Advanced Group 99-D, Newport Beach) Application of Advanced Group 99-D, to demolish wood pier, gangway, 10 – 14” diameter steel guide piles and 490 sq.ft. double-U shaped floating dock and construct new 1,765 sq.ft. double-U shaped floating dock supported by 12 new concrete guide piles (8 – 18” diameter, 4 – 14” diameter); new gangway; new 10’x14’ pier/gangway platform supported by 4- 14” diameter concrete piles, new wood pier and repair of existing concrete piles reused to support new wood pier, at 201-205 & 207 Carnation Ave, 101 Bayside Pl., Newport Beach, Orange County. g. Permit No. 5-12-314 (Markuson, San Clemente) Application by Kim and Karen Markuson to demolish 1,268 sq.ft. single-story home with attached 400 sq.ft. garage and 262 sq.ft. rear wood deck and construct new 1,922 sq.ft. 2-story, single family home with 290 sq.ft. second story balcony, attached 390 sq.ft. garage and 300 sq.ft. basement level, retaining walls, landscaping, fencing and 230 cu.yds. of grading on canyon lot in San Clemente, Orange County. The Commission will take a field trip, leaving the Redondo Beach City Hall at approximately 9:00 am on Thursday, February 7, to visit the Airport Dunes restoration area at LAX Airport and the Ballona Wetlands. The Commission will return at approximately 1:00 pm to complete its remaining agenda. The public is invited to attend by following the Commission vehicle(s) in their own private vehicles and joining the Commission at designated stops. Private vehicles are not permitted on Airport property. The Airport will provide a bus for both the Commission and the public to tour the restoration area. However, space on the bus for members of the public will be limited. A more detailed itinerary is now available. Public hearing and Commission action on proposed Cease and Desist Order to address unpermitted development related to offshore aquaculture operations and actions taken inconsistent with Consent Cease and Desist Order No. CCC-07-CD-11, on property located at 17171 Sir Francis Drake Blvd, Marin County, identified by the Marin County Assessor’s Office as Assessor Parcel Number 109-13-017, and in the adjacent waters of Drakes Estero. The proposed Cease and Desist Order authorizes and requires Drakes Bay Oyster Company: (1) to cease and desist from conducting or maintaining unpermitted development; (2) to remove onshore unpermitted development; (3) to remove and/or cease unpermitted development, including discharge of invasive Didemnum sp., Manila clams, and marine debris from Drakes Estero and beyond; and (4) to follow requirements to seek Coastal Act authorization for specified unpermitted development, and (5) to limit any interim operations and conduct them pursuant to a set of guidelines designed to protect the environment, including by controlling the invasive Didemnum sp. 11.2. Restoration Order No. CCC-13-RO-01 (Drakes Bay Oyster Company, Point Reyes National Seashore, Marin Co.) Public hearing and Commission action on proposed Restoration Order authorizing and directing Drakes Bay Oyster Company to address unpermitted development related to offshore aquaculture operations and actions taken inconsistent with Consent Cease and Desist Order No. CCC-07-CD-11, on property located at 17171 Sir Francis Drake Blvd, Marin County, identified by the Marin County Assessor’s Office as Assessor Parcel Number 109-13-017, and in the adjacent waters of Drakes Estero. Actions required by the proposed Restoration Order to address unpermitted development on the property include: (1) cessation of certain unpermitted practices and development; and (2) restoration of those areas, both onshore and within Drakes Estero, impacted by unpermitted development. Application No. 5-12-176 (City of Los Angeles Zip Line Attraction, Venice, Los Angeles) Application of City of Los Angeles to install zip line attraction in Venice Beach Recreation area (seaward of boardwalk, between Horizon Ave. and 17th Ave.) for a three month pilot program for spring/summer 2013. The 750-ft. long zip lines (up to 4 multiple lines) would run above the park between 44-ft. high take-off platform and 24-ft. high landing platform, at 1500-1600 Ocean Front Walk, Venice, City of Los Angeles, Los Angeles County.
