Public hearing and action on request by City of Carlsbad to amend certified Carlsbad LCP implementation program citywide regarding Inclusionary (affordable) housing requirements and the definition of "basements". b. Port Plan Amendment No. 27 (North Embarcadero Redevelopment). Public hearing and action on request by Port District to amend its certified Port Master Plan to allow 600-800 room hotel, office building, retail & parking on old Lane Field site; narrowing Harbor Drive from 4 lanes to 3; new 25-ft-wide pedestrian esplanade along water’s edge at Harbor Drive; replacement of 3 industrial piers with new public pier at Grape Street, restaurant on bayfront at foot of Grape Street Pier; modernization of cruise ship terminal at B Street Pier; and docking U.S.S. COMMISSION TOUR OF BALLONA WETLANDS & PROPOSED PLAYA CAPITAL PROJECT. Prior to the Commission meeting on Tuesday, November 14, the Commission intends to travel by bus to Playa Vista including the Ballona wetlands and to land proposed for development by the Playa Capital Company. c. Manhattan Beach LCP Amendment No. 2-2000 (signs code). Public hearing and action to amend implementing ordinances portion of certified Manhattan Beach LCP to expand the definition of "sign" and amend zoning ordinance provisions that allow the City to grant exceptions to the requirements of its sign code; and update the zoning ordinance standards that regulate residential condominium construction and conversion. d. Redondo Beach Plan Amendment No. 1-2000 (General plan update). Public hearing and action on request by County of Orange to replace the conditionally-certified 1986 Land Use Plan in its entirety in support of planned residential development and certify a new Implementation Program for Bolsa Chica, as submitted in 1995 which would allow construction of 3,300 homes, associated infrastructure, public recreational facilities, conveyance of 49 acres of private land to a County regional park, wetland restoration including 250 wide non-navigable ocean entrance, fill of 120 acres of wetland for purposes of residential development and relocation of environmentally sensitive habitat from Bolsa Chica Mesa to Huntington Mesa.
