Starting January 1, 2025, a statutory change to the Coast Act will allow local governments to submit notices of local coastal development approvals to the California Coastal Commission via electronic mail. The amendment through SB 951 (Weiner, 2024), offers a streamlined alternative to certified mail, which remains as an option.

These notices, commonly referred to as Final Local Action Notices (FLAN) or Notices of Final Action (NOFA), serve as key communications regarding the approval of coastal development permits. The Commission welcomes the move to electronic submissions as an efficient and convenient option.

In compliance with SB 951, the Commission will accept FLANs/NOFAs according to the district governing the development, at the following addresses:

A notice must include all required documents as specified in the California Code of Regulations, Section 13571. Incomplete submissions will be deemed as deficient and returned for correction.
